
All congressional districts will be determined by population only. Each congressional district will represent roughly the same size.
The line should be drawn on existing county when possible or precinct lines in areas of greater population density.
Districts are already determined by population. What we need are geographic boundaries that make sense, like a rough hexagon in shape, a radius around a sensible point that also includes and equal number of voters.
This is the fair way to determine voting. This can be done every ten years along with the United States Census.
