Opt-In, Federally Managed Medicaid must be available to ALL

Any taxpayer may voluntarily opt-in to receiving Medicaid at a nationally normalized percentage of their income (currently ~ 13% of the average American's income), which will be paid through the current tax withholding system (i.e. like Social Security or taxes). RATIONALE: (1) We need access to universal healthcare as a means of protecting economic opportunity; (2) Medicaid is highly effective per cost, and will reduce the average American's cost by more than 50% on average; (3) This should be voluntary, allowing anyone who wants to pay more taxes to pay more taxes to receive the benefit.

Points

This is an example of something that might be a good policy, but I don't think it belongs in the constitution. I believe it unwise to put things in the constitution that are dependent on current federal statutes. Medicaid is a statutory program. Congress has the power to pass a change to the statute. If a constitutional provision is dependent on statute, and then the statute is amended by the normal legislative process, the result is confusion.

Very reasonable proposal.

We should have universal basic healthcare available to all. If people want more elective medical services, they can pay for that through paid insurance, but the basics should be covered by our taxes

It's economically beneficial for the country to provide accessibility to universal healthcare to all that want or need it.
